Zoning Board · Meeting of September 21, 2026

East Longmeadow Zoning Board of Appeals overturns garage permit denial in a 4-0 vote. Attorney Josh Levine, representing applicant Ryan Provencher, argued the town building inspector wrongly read a size limit into the bylaw's requirement that accessory structures be "subordinate" to the primary house, telling the board "a garage would be subordinate by rank to the principal, to the primary dwelling." Ralph Page, East Longmeadow's town council president and a former Planning Board chairman, backed the appeal, saying the town's 25 percent lot-coverage rule was intended to be the only size control after a stricter cap was rejected at town meeting. All four members present, Chair Mark Beglane, Vice Chair Charles Gray, Clerk James Channing and member Frances Dean, voted to overturn the denial, clearing Provencher to seek a permit after a 20-day appeal window.

Board members noted the town council has forwarded revised bylaw language to the Planning Board, expected as soon as next month.
