East Longmeadow Zoning Board Unanimously Approves Newbury Avenue Setback Variance

EAST LONGMEADOW -- June 16, 2026, East Longmeadow Zoning Board unanimously approved a front-setback variance allowing demolition and replacement of a dilapidated 1940-era ranch at 29 Newbury Avenue. The board voted 4-0 at its June 16 meeting on Case ZV-202602, granting applicant Deborah Bushnell of 32 Newbury Avenue a 13-foot relief from the 25-foot front setback required in the Residence C district, the minimum needed to fit a habitable structure on the 100-by-70-foot lot. Chair Mark Paglinger and members Charles Gray, Francis Dean, and James Channing approved the variance on grounds that the project decreases nonconformity, meets three of four setback requirements compared with two under the existing structure, and presents no detriment to the neighborhood. Three neighbors spoke in support, with retired real estate attorney and Historic Commission member Simon Briganti of 35 Linden Avenue calling it "an improvement to the neighborhood," and no one appeared in opposition. The proposed 1,008-square-foot two-story home, which will include a ground-floor garage and second-floor living quarters, must be built in accordance with the plans submitted to the board; a 20-day appeal period begins upon filing with the town clerk.
